Although Vice President Al Gore never (as far as I noticed) uses the term paradigm or paradigm shift, the concepts are evident when comparing his ideas to the definition of paradigm. His use of the term pattern closely resembles the meaning of paradigm. Gore feels that humanity needs to shift its current pattern of operation.(p. 48, para. 1). For instance, a "shift from one technology to another will transform established patterns."(p. 208, para. 1)
The main paradigm shift he proposes is changing from our view of a human centered environment to one that recognizes the human component of the environment and how the human component interacts with other ecological components to form the "whole" nature.(p. 2, para. 1)(p. 8, para. 1) The steps needed for achieving the shift to this new paradigm are outlined in his Global Marshall Plan. The heading for section V. in chapter fifteen is "A New Global Environmental Consensus."(p. 354) A consensus, as Thomas Kuhn included in his definition of the concept of paradigm, is needed to complete the shift. Not only the scientific community but society in general must agree that the current paradigm will not solve current problems and that the new paradigm is required.
A reconstructed information system is a key element in successfully implementing the Global Marshall Plan. Educating the mass public is an important aspect of this paradigm shift. Reconstructing or revolutionizing the current system of dispersing information to the public, "represents the real key to changing the direction of human civilization."(p. 338, para. 3) To achieve a "new global environmental consensus" the way in which information is collected, organized, and made accessible needs to be changed. (p. 354 para. 4, p. 356 para. 1) The current system is inadequate to support the communication channels between all entities involved in the paradigm shift.
