Article I. Incorporation, Form of Government, Powers

Section 1.2 . Form of government.

    1. The municipal government provided by this charter shall

be known as the "council-mayor" government. Subject only to the limitations imposed by the State Constitution and by this Charter, all powers of the city shall be vested in the council. All powers of the city shall be exercised in the manner directed by this Charter, or if the manner not be provided, then in such manner as may be prescribed by ordinance.

Article VIII. Fiscal Administration

Section 8.4. Sale or lease of a public utility.

An entire public utility owned by the city shall not be sold

or leased except by authority of an ordinance ratified by a

majority of the qualified voters voting on the question.

Article X. Public Utilities and Franchises

Section 10.1 Public utilities: General powers.

The city shall have the power to acquire, own, operate,

promote, and regulate public utilities within and beyond

its corporate limits.
