Northeast Regional Modeling Forum
Title: Northeast Regional Modeling Forum
Description: A new domain has been opened on the NearDat web-site. It is intended to be a forum for regional modeling efforts directed toward assessing mesoscale pollutant transport. The Web site is being initiated to foster more active discussion of interstate and cross-boundary air quality impact assessment methods for use in PSD source permit modeling. The NESCAUM Modeling Committee Class I Area Workgroup has been examining a protocol to standardize how Class I Area impact assessment is done in the NESCAUM Region. The current material posted on this new web location pertains to ongoing modeling and model protocol development which is being done related to the Class I areas in the NESCAUM Region. Tools currently being examined are the MESOPUFF II Model and the CALPUFF model. It is not intended that these models be the only ones examined in this forum. We hope that in addition to these mesoscale forward dispersion puff models, other techniques such as chemical mass balance (CMB), multivariate statistical modeling techniques, and trajectory models will be the subject of future discussion. This site's primary purposes are therefore 1) To serve as a communication link for members of the NESCAUM Modeling Committee Class I Area Workgroup, and 2) To serve as a means to encourage exchange of practical information for users of a variety of regional scale air quality impact analysis tools.

The executive summary on the NESCAUM web site contains many of the conclusions and some of the charts and figures. A portion of the project database is also publicly available.

Description: During the 1997 ozone smog season, ambient data was collected at three PAMS (Photochemical Assessment Monitoring Station) sites and fifteen ozone monitoring sites within Maine. One of the ozone monitors was located on the Scotia Prince, a passenger ferry that traveled daily between Yarmouth, Nova Scotia and Portland, Maine.

Assessment of the PAMS data, collected during times when Maine's ozone monitoring sites recorded exceedences of the federal ozone standard (0.124 ppm), indicated that ozone levels in Maine are elevated by short-range, anthropogenic (human-made) precursor emissions. Analysis of benzene/toluene, NMOC/NOx, NMOC/NOy ratios, MIR's (Maximum Incremental Reactivity) and other hydrocarbon relationships demonstrates that ozone precursor emissions are transported into and generated within the State of Maine.

Mobile sources are important contributors to these emissions.

Description: There are many challenges with mapping ozone under EPA's new 8-hour ozone standard. The most important consideration is that real-time maps need to be able to represent elevated levels of ozone as they are occurring, not after the fact. The attached presentation highlights the challenges of mapping ozone under the new standard and proposes a methodology to deal with it using hypothetical values for the Pollutant Standards Index (PSI). The proposed methodology takes advantage of the strong relationship that exists between peak 1-hour concentrations and peak 8-hour concentrations. Utilizing this relationship allows for the creation of animations based on 1-hour ozone data that project what the 8-hour averages are likely to be. This technique used in conjunction with the new Pollutant Standards Index (PSI) that EPA is developing for the new ozone standard, will allow for the creation of animations that are both understandable and informative to the viewer.
