One of the largest current challanges facing policy-makers today is that of directionally trading pollution (NOx or VOC's). Everyone is asking a new bent on the age old question: What distance can transported pollution effectively impact the non- attainment of my area, and how far away can I allow these pollution trades to take place before they are not scientifically justifiable?
In my minds eye, your analysis comes very close to being able to 'almost' answer this question. What recommendations would you have to better define the rationale for justifying the distance at which these pollution trades may make sense? Once again, you have produced some incredible findings.
